Abbott Head of Government Affairs in Ho Chi Minh City, Vietnam

  • Working location: Melinh Point, 2 Ngo Duc Ke, Ben Nghe Ward, District 1, HCM city.

Core job responsibilities:


  • To develop and execute proactive government affairs strategies that will protect and advance Abbott’s interests, reputation and commercial objectives by building relationships with Governments, Key Stakeholders, and Customers.


  • Stay apprised of business goals & strategies to assess impact from legislative, executive, regulatory, NGO and key industry associations’ activities in region.

  • Identify health care & policy developments that could impact Abbott’s business and operations.

  • Proactively identify opportunities to pursue favorable government policies that could positively impact shareholder interests.

  • Effectively defend against government policies that could harm shareholder interests.

  • Establish relationships; advance and protect Abbott interests and reputation with key stakeholders, e.g. governments, policymakers, industry associations, key opinion leaders, non-government organizations and patient groups in.

  • Lead Vietnam government affairs strategies

  • Stay apprised of international policy trends and apply knowledge to proactively advance Abbott’s interests

  • Increase the management and business unit understanding of, and participation in the policy-making and political process on behalf of Abbott. This involves collaboration with the business units for input on critical issues and involving appropriate executives to advance Abbott’s positions with policymakers.

  • Responsible for the compliance with applicable Corporate and Divisional Policies and procedures.

  • Directs strategic business communications specifically with government relations activities

  • Represents Abbott's business for, and works extensively with, industry groups and associations, including providing input and direction to proactive/reactive responses by associations to industry issues, policy development, etc.

  • Build and maintain (proactively) relationships with all the relevant stakeholders (Customers, key opinion leaders, social funds, reimbursement authorities; patient organizations; hospital tender committees, associations of relevant prescribers etc.) in order to create/maintain an optimal accessibility to these parties.

  • Participates in GGA Network. Shares learnings, initiatives, information and actions across the GGA Network. Implements proactive action plans aimed at enhancing relationships with key influencers which protect and support critical business objectives.


Work Experience :

  • Ten years minimum in positions of increasing responsibility and experience in government affairs, or public policy in the pharmaceutical / devices / nutrition / health care industry is strongly desired.

  • Deep knowledge and/or experience in Vietnam government or regional health organizations is highly desired.

  • Proven contact network, involvement and success in influencing the development of legislation and strong knowledge of the processes in Vietnam.

Core Skill Requirement:

General Expertise and Competencies

  • Experience, effective relationships with and proven ability to interface well with members of Vietnam health care policy, legislative, regulatory, NGO and key officials.

  • Proven track record of policy development, negotiations, professional writing, communication and project management skills with the ability to manage multiple projects under deadline pressure.

  • In-depth knowledge of and experience with health care systems in Vietnam, including product approval, distribution, pricing, reimbursement, quality and safety controls, agencies and procedures.

  • Experience in the nutrition/pharmaceutical/devices/healthcare industry, e.g. Good contact with local healthcare authorities in Vietnam.

  • Demonstrated drive for results, motivate and positively influence individuals both inside and outside of the organization. Experience working with and counseling senior management required.

  • Team player who seeks to become an integral part of an industry-leading government affairs group.

  • Strong organizational skills, adept at managing complex array of projects/issues

Technical Skills / Training:

  • High level of proficiency in strategy, policy development, action plans and tactical steps.

  • Excellent analytical, writing, and influencing skills to develop and convey strategies, policies and action plans.

  • Strong ability to simplify and communicate complex subjects & issues.

  • Excellent presentation / communication skills - Strong ability to communicate in English.

Requires strong analytical skills to dissect complex range of public issues and assess impact to Abbott. Possesses a high degree of strategic thinking, decisions-making and tactical skills to develop broad strategy and policy, options and recommendations to address issues expeditiously. Proven ability to coordinate internal Abbott groups and external trade/business organizations, to promote Abbott’s position with urgency and tight deadlines.


Position has significant impact on the Abbott International and other business operations in Vietnam. Failure to anticipate and effectively address issues will have major, far-reaching consequences and may substantially negative impact Abbott business operations.


The incumbent is part of the Global Government Affairs Team, interacts with the Vietnam Business Heads, and is responsible for counseling and influencing other members of management teams on business decisions, strategy and issues in Abbott.
